adds scrolling to the iggy chat

chat didnt scroll or handle scroll inputs

chat wasnt something you could type in so no need to scroll

Fix Implementation
added variable to store the scroll index in ChatScreen
hooked into ui controller to grab the raw scroll inputs
edited UIScene_HUD to support scrolling
